What Is OBA

Outcome-Based Assessment (OBA) — Explained

The Outcome-Based Assessment (OBA) is the framework set by the Nursing and Midwifery Board of Australia (NMBA) and run through AHPRA. It applies to internationally qualified nurses whose degree is relevant to Australian nursing but not yet recognised as equivalent.

OBA uses two assessments — the NCLEX-RN and the OSCE — to confirm a nurse is ready for safe, competent practice in Australia before AHPRA grants registration.

Most nurses trained in India go through OBA, since Indian nursing qualifications are usually assessed as relevant but not substantially equivalent to an Australian-approved degree.

The Two Assessments

OBA uses two internationally recognised exams — the NCLEX-RN and the OSCE — to verify that a nurse meets Australian standards for safe, competent practice before granting registration.

Why Indian Nurses Are Referred

Most nurses who completed their degree in India are referred to OBA because Indian nursing qualifications are assessed by AHPRA as relevant, but not substantially equivalent to an Australian-approved degree.

Replacing Previous Programs

OBA replaced the previous bridging and IRON programs. It is now the single, consistent standard pathway for internationally qualified nurses following initial AHPRA application review.

Australian Standard for Practice

Achieving passing scores in both NCLEX-RN and OSCE confirms a candidate meets NMBA competency standards and leads directly to AHPRA registration as a Registered Nurse in Australia.

GNM NURSE ELIGIBILITY

Can GNM Nurses Eligible for the OBA Program?

Not on their own. A GNM (General Nursing and Midwifery) qualification by itself does not meet AHPRA's base requirement for the OBA program.

A GNM nurse becomes eligible only after completing one of these:
Option 1: Post Basic BSc Nursing

A recognised degree upgrade for GNM graduates

Option 2: G-CAN Course

a bridging qualification accepted by AHPRA

Once either is complete, a GNM nurse is assessed on the same footing as a BSc Nursing graduate and can move forward with an AHPRA application.

THE PROCESS

The OBA pathway runs in three stages:

Application & AHPRA Decision

Apply to AHPRA with your qualifications and documents. AHPRA reviews everything and issues a decision on how you should proceed.

4–8 weeks

NCLEX-RN Examination

Sit the NCLEX-RN at a Pearson VUE centre in India. Minimum 85 questions, computer-adaptive format.

OSCE & Final Registration

Travel to Australia on a Visitor Visa (subclass 600) for the OSCE. A pass score here leads straight to final AHPRA registration.

Note: Final registration is granted by AHPRA only after a candidate achieves the required passing score in the OSCE. AHPRA processes registration directly upon receiving your OSCE results — no separate post-OSCE application is needed.

NCLEX-RN Exam -What You Need to Know

The NCLEX-RN is a computer-adaptive exam run through Pearson VUE. A few things to know if you're based in India or the Gulf:

  • Test centres for this exam are located in India — nurses based in the GCC need to travel to India to sit it
  • The exam has a minimum of 85 questions, and the format adjusts based on how you’re answering
  • Results usually take about a week. They’re occasionally ready within 24 to 48 hours, but a week is the standard wait
  • Most candidates spend 3 to 6 months preparing before sitting the exam
  • Desma helps you put together a study plan and points you toward solid prep resources

OSCE DETAILS

RN OSCE Exam in Australia —What to Expect

The OSCE is held in Australia and checks whether you can deliver safe, competent nursing care in a simulated clinical setting.

  • You’ll need a Visitor Visa (subclass 600) to travel for it — Desma helps with that application
  • There are 10 clinical stations, each with 2 minutes to read the scenario and 8 minutes to act it out
  • Scenarios span acute inpatient, community/outpatient, and paediatric settings
  • An examiner at each station marks you on patient safety, holistic care, and clinical accuracy
  • You need a passing score here for AHPRA to grant final registration
  • PLASMA provides assistance for OSCE coaching — Desma connects you with them rather than running the coaching itself

ENGLISH LANGUAGE REQUIREMENT

English Proficiency — Updated Requirements (Effective 23 April 2026)

You'll need to meet NMBA's English language standard before AHPRA will move your application forward. These scores apply to tests sat on or after 23 April 2026.

AHPRA accepts a single test sitting, or up to two sittings within a 12-month window, as long as the conditions in the last column are met.

While AHPRA requires a range of documents, the most critical to have prepared from the start are:

Common Questions About the OBA Program

Not directly. GNM nurses must first complete either a Post Basic BSc Nursing degree or the G-CAN course to meet AHPRA's minimum qualification requirement. Once completed, they can apply to AHPRA and may be referred to the OBA pathway.

No. Pearson VUE centres in GCC countries do not conduct the NCLEX-RN exam. Nurses based in the Gulf must travel to India to sit the exam at a Pearson VUE centre there.

The NCLEX-RN uses a computer-adaptive format with a minimum of 85 questions. The number adjusts based on your performance throughout the exam.

Results are typically processed within one week. In some cases, Pearson VUE's Quick Results service makes them available within 24 hours.

You need an Australian Visitor Visa (subclass 600) to travel to Australia for the OSCE. Desma International assists candidates with the visa application as part of the OBA support process.

AHPRA accepts OET (350/360/350/360 in L/R/W/S), IELTS Academic (7.0 overall, min 6.5 Writing), PTE Academic (63 overall), TOEFL iBT (91 overall), Cambridge C1 Advanced (178 overall), and Cambridge C2 Proficiency (185 overall). Scores shown are for tests taken on or after 23 April 2026. Always confirm current requirements on ahpra.gov.au.

Achieving the required passing score at OSCE completes the OBA program. AHPRA then processes your final registration as a Registered Nurse in Australia — no separate post-OSCE application is required.
